LIBRARY RULES AND REGULATIONS

  1. MEMBERSHIP

Membership to Library shall be open to Maseno University students and members of staff. All members will be issued with Library Membership Identification (IDs) Cards on registration. The user IDs shall remain property of Maseno University for duration the holders remain members of the University community. All library membership cards MUST be surrendered to Library upon expiry or cessation of membership, either by completion of formal academic programmes or expulsion, retirement, resignation and/or dismissal from Maseno University.

  1. OPENING HOURS

Library shall remain open as follows (unless stated otherwise by way of official notice):

  • Monday –Friday       8 AM—10 PM.
  • Saturdays                  8 AM—8 PM.
  • Sundays                    9 AM---5 PM
  • Public Holidays        Remain Closed
  1. LOANING/BORROWING OF MATERIAL 

Borrowing of library material shall be open to registered members, only. Library staff shall certify that material is available and in useable conditions before it can be loaned out to users. Every user shall be responsible for all the material under his/her custody.

No torn or damaged material shall be accepted back by the library.

Borrowing of library material by members will be as follows:

  1. FINES ON OVERDUE ITEMS

Library shall charge overdue fines on borrowed material returned (checked-in) later than the due date as follows:

  • KES 10 per day for normal borrowing.
  • KES 10 per hour for short loan material.
  1. RENEWAL OF LOANED ITEMS

The library can decide to allow borrowers to renew items loaned to them for a period as under the previous arrangements, as long as no hold or reservation request has been placed on the items by another user.  All renewals must be communicated to library staff before or on actual return date. Any requests for renewal received after due date shall be deemed null and void for the purpose of renewing the said items.

  1. RESERVE OR SHORT LOAN

Material on reserve shall be available for use only within the library and for not more 2 hours. However, users can be granted special permission to borrow items overnight.

  1. LOAN RECALLS

The library may decide to recall any material loaned out to any user as long as there is sufficient reason to do so.

  1. TORN OR DAMAGE MATERIAL

Users shall, without undue prejudice, be liable to bear the full cost of any material that got damaged or torn under their custody.

Any material returned damaged, torn or in unusable condition, shall be deemed to have been rendered to that condition by the user, and therefore, not acceptable by the library.

  1. CLEARING WITH LIBRARY

All users shall be required to clear with the library upon expiry or termination of their membership to the library. At the time of clearing, all borrowed items must be returned and overdue fines duly settled. The users shall also be required to return or handover to the library, their library membership identification cards during clearance.

  1. LOSS OF LIBRARY MATERIAL

Library shall declare as lost any material that cannot be accounted for by user 90 days after expiry of the due date.

The user shall be required to:

  1. Replace the lost items with new ones, immediately.
  2. Pay the sum of money equivalent to current cost of material in question.
  3. Pay the sum of money equivalent to current cost of material and shipment for material not available locally or is out of print.
  1. THEFT OF LIBRARY MATERIAL

Library shall treat all acts of theft or attempted theft of information material as criminal offense. Anyone caught with unauthorized material will be arrested and handed over to security office for further investigation. The offenders will be required to surrender all library material in their possession, library membership ID cards and remain suspended from using the library until their cases are determined.

Then upon the confirmation of the alleged offense/s, the offenders will be asked to:

  1. Buy three copies of current edition of the material in question, or
  2. Pay 3 times the sum of money equivalent to current cost and shipment of material in question, where the material is not locally available or is out print, or
  3. Pay any amount as preferred by Librarian.
